  11. Yes, agreed.  Of the three choices:

  13.     1. Set a std, apps must implement.
  14.     2. Set a std, libs must implement.
  15.     3. Set a std, tsr/acc must implement.
  16.  
  17. Only (3) gives flexibility, etc.

  19. Of course, libraries would provide an interface to the tsr/acc.
